The Problem

Many churches find construction projects to be complicated, often frustrating endeavors. Construction may expose a church to risks related to the design and construction process – a complex undertaking subject to fallible people, fragile material, uncertain environments and unpredictable weather. Other risks are unique to the project itself – the design, the builder and the budget. Often, the unfortunate result is cost overruns that may delay progress or, worse yet, jeopardize project completion or permanent financing.

Common causes of construction cost overruns include:

• • Failure to adequately provide for necessary soft costs such as architectural services, permits, fees and taxes.

The Solution

To assist churches in better managing construction projects and costs, Assemblies of God Financial Services Group has created Partners in ConstructionSM. This innovative program provides churches with professional consultation in the planning, design, construction and funding of new or remodeled church facilities.

Specific services include:

• • Assist churches in better estimating and managing the costs associated with construction projects through application of value engineering concepts.
• • Oversee construction fund disbursement and management (including lien control).
• • Provide ongoing project monitoring including periodic site inspection meetings.
• • Supervise management of cost overruns and change orders for projects that exceed budgeted amounts.
• • Offer general consultation regarding the use of materials, construction techniques, architect selection, builder selection, bidding procedures, construction management options, etc.
• • Make referrals to qualified strategic planning and architectural consulting firms, as requested.

The goal of Partners in Construction is to help churches “count the cost” as Jesus instructed in Luke 14:28. These innovative tools will enable churches to effectively build God’s kingdom while remaining good stewards of His financial resources.
